Comal’s Tax Assessor-Collector Says 2025 Property Tax Statements Reflect Increased Homestead Exemptions

Comal County voters are reaping the benefits of the 17 constitutional amendments to the Texas constitution approved in the Nov 4 election.

Homeowners will see their 2025 property taxes decrease, said interim county Tax Assessor-Collector Kristen Hoyt, who officially resigned from her position Monday, Nov. 10 to run for county judge in the May 3, 2026 election.

Tax statements went out this week a bit later than usual, in order to reflect language in Proposition 13, which increased the homestead exemption — the amount of a home’s value that cannot be taxed to support public schools — from $100,000 to $140,000.

“The state was saying, ‘we hear you’ on property tax relief,” she said.

School taxes comprise around 50% of homeowners’ tax bills.

The state will offset the lost revenue to schools.

And there’s good news for older residents, too.

Proposition 11 raises the homestead exemption for Texans 65 and older, as well as those with disabilities, from $10,000 to $60,000.

Proposition 10 lowers property taxes on homes destroyed by fire.

Property owners already receive an additional homestead exemption of 20% from Comal ISD.

Small Business

Proposition 9, which Texas Property Value Protest describes as a “significant milestone in property tax relief for small businesses,” raises the business personal property exemption from $2,500 to $125,000.

Starting in 2026, the first $125,000 in tangible business property will be fully exempt from taxation.

Hoyt, who co-owns Comal Tubes with husband Matthew, a former New Braunfels council member now serving on the board of the Edwards Aquifer Authority, said examples of “tangible goods” for her family business include tubes, shuttles, and office expenses.

Businesses must submit a list of items they believe qualify for exemptions to the tax office by April 15, 2026.
