County OKs Certificates of Obligation to Finance Tye Preston Memorial Library Expansion Project

Comal County commissioners Thursday approved the issuance of certificates of obligation that will finance an expansion project at Canyon Lake’s Tye Preston Memorial Library (TPML).

The resolution authorized an interlocal agreement between the county and the Canyon Lake Community Library District, which includes Canyon Lake and surrounding areas. The district is funded by a 0.5% sales tax collected within its boundaries.

On Oct. 31, Commissioners Court approved plans to issue certificates of obligation to pay for $5 million worth of improvements.

The library already has purchased land adjoining its property at the frontage of the South Access Road. The expansion project will allow the library to

  • Acquire, design, construct, renovate, repair, upgrade, improve and expand the library
  • Purchase materials, supplies, equipment, information technology, machinery, buildings, land, easements, and rights-of-way for authorized needs and purposes
  • Pay for professional services related to the design, construction, project management and financing of the projects.

Further details about the project were not immediately available.

According to a Dec. 12 request for project-management services from Library Director Jenny Rodriguez, there’s been a 46% increase in the district’s legal-service population since the current library building opened in 2010.

The library now serves 31,000 residents and employs eight full-time staff members and six part-time employees.
