Candidate for Comal County Precinct 4 Constable

It’s been 30 years since I began my law enforcement career at the Police Academy in Modesto, California.

Over these past 30 years, I have been blessed to experience law enforcement on many levels while working with municipal police departments, county law enforcement, and tribal and federal law enforcement. I also have been blessed to have built and managed several successful companies over the years, and this has allowed my family to live in the community of our choice, and we chose Comal County and specifically chose the area located within Precinct 4 in Comal County. We live in a small-town environment that is getting bigger every day. It is important for your law enforcement officials to stay ahead of the growth.

After 12 years of living in Precinct 4 and working as a Texas Peace Officer, I have decided to seek election as your Constable for Comal County Precinct 4.

My platform is one of integrity, accountability, experience and loyalty. I am the best candidate to work for the community, not for personal interest or gain.

As your constable, I promise to pay attention to what’s happening in our community. I will open several lines of communication so that you can contact me directly by cell phone, text message, email or social media. You will have the ability to contact your constable’s office at any time, for any reason, and I will make sure that your concerns are heard and my office will act on any issue within our means.

If it’s important to you, it’s important to me! Make the right choice for Constable Precinct 4 and restore Texas’ most historic, respectable position.

In Addition to the required responsibilities of the Constable’s Office, Jerry Airola will offer additional benefits to the citizens of Comal County Precinct 4:

• Safe Churches Program – Working with all county churches to provide training and resources through the constable’s office to ensure that our churches are safe.
• Drunk-Driving Enforcement – Provide designated deputies to target drunk-drivers in Precinct 4, making our highways safer to travel for ourselves and our families.
• Full-Time Constable – Providing a Constable’s Office that is dedicated only to working for our citizens 24/7. (This has not been done in over 15 years.)
• Community Policing – Providing a law-enforcement resource for our citizens who need assistance with criminal and civil matters, no matter how big or small.
• Air Support – Jerry plans to bring helicopter air support to Comal County. Helicopters are credited with saving lives across the county. When Comal County needs to respond to a disaster or crisis, it might be the life of someone you love that is saved.

My name is Robert Alan Svoboda. I have over 30 years of law enforcement experience, with 14 1/2 years of my experience as the chief deputy constable for Shane Rapp in Comal County Precinct 4. I retired from the Constable’s Office in March of 2018 and continue to live in Precinct 4 to this day.

I want the citizens of Comal County to know that I fully endorse Jerry Airola to become the next constable of Precinct 4. You will not find anyone that knows Shane Rapp’s law enforcement and management abilities better than I do. I was his right hand for over 14 years!

During the time I worked for Shane I observed a man that put the Constable’s Office behind his own personal interest every day. Shane Rapp attempted to build several companies during the time that he was the elected constable, even hiring his business partners as his deputies. Shane spent most of his time away from the Constable’s Office. I would not see him for weeks at a time.

The companies that Shane attempted to build benefited from his position as the constable because they sold products to other police agencies and Shane’s elected position opened the door for him to sell his products. Like many of you, I was also an investor in Shane Rapp’s software company and, like many of you, I lost my retirement savings when his company went bankrupt due to poor management.

To this day, Shane is still working full time for a software company and is trying to build another company that sells products to police agencies. Shane has collected a full-time salary from the county for nearly 16 years and has given a part-time service at best!

Comal County deserves a constable in Precinct 4 that has a proven ability to lead people and manage a successful operation. I have come to know Jerry Airola and I am aware of his accomplishments in business and law enforcement. Although I am retired from law enforcement, I am still a citizen of Comal County Precinct 4 and want the best for my family and my community. Please join me in support of Jerry Airola for Constable!
