Comal County commissioners Thursday awarded a $363,000 contract to a consulting firm that will map out a preliminary Comal County Road Improvement Plan.
Precinct 3 Commissioner Kevin Webb, who also serves as vice chairman of the Alamo Area Metropolitan Planning Organization, said the county has invested in different roadway projects over the years, but other “partners” like the Texas Department of Transportation (TxDOT) are slowing their spending.
The county needs “a real seat at the table, and getting some skin in the game,” he said.
But catching up with Comal County’s traffic needs will be expensive.
“This isn’t going out and striking new roads, and you know, we’ve had a bunch of questions about thoroughfare plans with the City of New Braunfels and stuff like that,” Webb said. “This is improving what we already have out there to accommodate traffic (congestion).”
The county signed a contract with HNTB Corporation but a representative with American Structurepoint Inc. outlined key components of the plan at the weekly Commissioners Court meeting.
The public will get a chance to weigh in on the proposal in June before a final version is presented to the court in July.
Topics will include improvements to address safety and/or mobility on local roadways.
Depending on previously performed engineering services and funding strategies, the project could involve any or all elements of project development and delivery including needs assessments, preliminary engineering, design, and construction.

TXDOT has ignored Comal County for many Years and now they are having to Play catch up..The Farm to Market Roads are being chip sealed, which is basically a Patch job a cheap fix. ..To the Counties credit they have been using a Type D Asphalt on their overlays.,which is a better Material. The County is exploding with new Development but the infrastructure is not in place to meet this demand…There is not one simple solution to this problem but slowing the growth on new Development is key..TCEQ should not be issuing any new Permits whereas Wastewater is to be (dumped) introduced into our precious Lake..Do a study on the Contamination of the ground Drainage and Aquifers. With existing Subdivisions being Water rationed , why are we allowing construction on newer Subdivisions ? Make sure we have plenty of Water resources.
